Controversial 'shoot-to-kill' cases will be public

Antonia Torr, Legal Editor

A judge has ruled that secret files containt reports of shoot-to-kill policies will be opened to the general public.

Mr Justice Gillen said that he accepted the view of the coroner , that the public needed to look into the allegation that the state had a policy of shoot-to-kill. The judge rejected the police argument that official reports into the deaths of six people should be regarded as secret documents.

The Police Service of Northern Ireland might still appeal this decision, one of many tussles between public authorities and the relatives of those killed.

The judge remarked that public faith and confidence would not be maintain for inquests if those concerned did not participate openly.
