Elkan is Partner and overall controller of the Prison Law Department.

Elkan is a specialist in prisoners’ rights law with emphasis on lifers. He has conducted numerous leading cases including Dickson v UK (artificial insemination ); Hirst v UK (right to vote); Watkins v Home Office (Misfeasance in Public Office). He is currently pursuing a campaign through the British and European Courts and with the European Council of Ministers to persuade the Government to enable voting rights for prisoners. He regularly lectures in prison law. Has for some years been assisting with the Manchester Met Uni pro bono unit, offering training to bar students on Judicial review.

Elkan also has has many years experience as an advocate and has been a member of the Law Society Children Panel for over 15 years. Elkan deals with cases where he represents children and assists the department in public law children matters.
