  3. The Whortlon Hall scandal exposed a ‘culture of restraint’ on disabled patients across mental health wards. This report demonstrates that CQC inspectors found mental health wards to be overtly restrictive, residents would be subject to years of solitary segregation and/ or seclusion and a sheer lack of staff training.
